This website provides easy access to the latest information on proposals by Hallam Land Management for a new sustainable neighbourhood on land at Altonhill Farm, on the western edge of Kilmarnock.
It sets out how you can learn more about the proposed development and share your views as part of the statutory Pre-Application Consultation (PAC), prior to the submission of a planning application to East Ayrshire Council, the planning authority.
In accordance with planning regulations, two public consultation events on our proposed development were held, with the second of these taking place on Thursday 26th February 2026, between 4.30pm and 8.30pm at NWKLEUS, Kirkton Road, Kilmarnock KA3 2DF.
The drop-in consultation event, which follows an initial public consultation event held on 27th January, provided an opportunity to engage with and comment on the updated proposals for the delivery of this new sustainable neighbourhood. We were also keen to understand which community facilities the community like to see as part of the development.

Background
Hallam Land Management previously held two public consultation events on these proposals at NWKLEUS in November 2024 and April 2025.
This process was commenced through the submission of a Proposal of Application Notice (PAN) to East Ayrshire Council and other key stakeholders in June 2024. The PAN is not a planning application, but a notice to the Council advising how we intended to engage with the community on our proposals. We were required to submit a planning application within 18 months of the submission of the PAN, but this process has taken longer than expected.
As this 18-month period had passed, we submitted a new PAN in December 2025 (Reference: 25/0011/PREAPP) for essentially the same development.
We will be repeating the holding of two public consultation events in advance of the submission of an application for Planning Permission in Principle (PPiP) to East Ayrshire Council for a masterplan-led housing development and associated uses.
Vision
Hallam Land Management, which promotes residential and commercial sites through the planning process, is seeking to create a residential-led development with associated uses on a site at Altonhill Farm, off the A735/Kilmaurs Road.
This attractive destination will comprise high-quality homes, with land provided for potential community uses, new access and active travel routes, open space and landscaping.
The new sustainable neighbourhood will serve to play a part in addressing the national housing emergency, with insufficient numbers of homes currently being delivered to address a well-recognised need.
Site location
Location
This 59- hectare site sits on the western edge of Kilmarnock and is accessed from the A735/Kilmaurs Road.
The Altonhill site is perfectly suited for a new residential-led development, which complements and enhances the existing area. It is located within walking distance of the town centre and the railway station, and pedestrian and cycle access also exists through the neighbouring housing development at Altonhill.
The proposed development is allocated as site KK-H1 for housing by East Ayrshire Council in the East Ayrshire Local Development Plan 2, which also includes additional neighbouring land.
The Plan identifies land where development should take place over the next 20-years. It has therefore already been assessed by the Council for its suitability for development in terms of flood risk, access, travel, schools, marketability and the ability of the landscape to accommodate development.
The Altonhill site is located between other allocated sites to the south, and future housing allocations to the north, which are all allocated along the western edge of the town.

Proposed Development
The delivery of this new residential-led neighbourhood at Altonhill will take into consideration the specific housing needs of the community. In addition to high-quality private homes, this will include 25% affordable housing, helping to address demand and providing a selection of house types that will be attractive to a range of demographics.
The development has the potential to deliver a wide-range of significant economic, social and environmental benefits, including supporting current and providing new facilities for both the local and the wider community. This could include providing land for facilities such as a school and medical centre, as well as commercial uses such as shops.
Additionally, our proposed exemplar development will deliver plentiful green spaces, including significant areas of high-quality landscaped zones and open space, as well as new sustainable urban drainage systems (SUDS). This will enhance biodiversity on the site, promoting wellbeing, and integrate with the fabric of the site’s surroundings for the whole community to enjoy.
The wider community will also benefit from a network of paths to encourage sustainable travel within the site, and provide increased connections to the core path network and the Kilmarnock Infinity Loop.
Community Benefits
In addition to new homes, benefits of development include the delivery of new jobs and increased local spend, supporting shops and other amenities, as well as the potential for new and improved community facilities. There will also be the potential to deliver new open spaces, and deliver improvements to the local road network, public transport and education services.
As well as this, training and employment opportunities will be delivered through the development’s construction.

Through open and transparent Pre-Application Consultation (PAC), we are engaging early on with the local community and key stakeholders on our Altonhill proposals. This ensures they have the opportunity to provide feedback and to be kept informed of the project’s progress before submitting a planning application to East Ayrshire Council.

This event provided details of the updated proposals and how we have responded to earlier comments received at the first public consultation event in January and through other stakeholder engagement.
Consultation boards were made available for viewing, providing details of the proposed development, including the masterplan. The project team were also available to answer any questions, and there was an opportunity to provide feedback.
The consultation period following the second event has now finished.
It should be noted that comments submitted at this stage do not constitute representations to East Ayrshire Council. There will be an opportunity to make representations on any resultant planning application directly to East Ayrshire Council’s Planning Department.

Next Steps
We expect that an application for Planning Permission in Principle (PPiP) for a masterplan-led housing development and associated uses will be made to East Ayrshire Council in Spring 2026.
A PAC report will accompany this planning application, outlining the public consultation undertaken, the comments received, and how these responses have been considered in finalising the proposals.
Should consent be granted, with a Council decision expected later in 2026, various elements of the Altonhill proposal will be progressed either through Applications of Matters Specified in Conditions (AMSCs) or through detailed applications.
